• Incapacity to safeguard: abuse institutionalised.


III. Bromley Authority

Bromley declares: welfare demands proportion, evidence, and law.
Where ethics are absent, welfare collapses.


IV. Human Rights Authority (Amos)

Amos indicts:
– Article 8: family life invaded without law.
– Article 3: degrading neglect of children.
– Article 14: discrimination against disabled mothers.
– Article 6: fairness obliterated.

Thus, absence of ethics = systemic rights violation.
