In this terse, precise letter dated 3 March 2024, Noelle Meline addresses the sustained institutional harassment led by Samira Issa, social worker at RBKC, who escalated a case based on medically-triggered communication difficulties and already-resolved allegations from 2022.

Despite:

  • A full assessment in November 2022

  • A second full assessment in June 2023

  • No action by police

  • No findings by hospital staff

  • And documented health conditions impairing her ability to speak

Samira continues to escalate based on claims that have already been addressed — and disproven.

📄 I. A Breakdown of the Pattern

  • Nurses: “We have no concerns.”

  • Then: “She may be intoxicated.”

  • Then: “She left the children alone.” (She didn’t.)

  • Now: “Concerns from 2022.” (Addressed. Twice.)

And all of it ignored the fact that Polly was acutely ill and had informed them repeatedly that she could not speak.

🧠 II. Her Children Are Educated — That's the Problem

  • They are homeschooled across global curricula

  • They engage regularly in cultural and community activities

  • They have already discussed sensitive topics in past assessments — including family history

But that intellectual sovereignty appears to be threatening to systems that thrive on compliance.

Intelligence became a reason
to assume danger.
Repetition became
institutional punishment.

When you demand that a breathless mother
repeat herself for the third time —
you’re not safeguarding.
You’re interrogating.

This document captures the height of RBKC’s Section 47 misconduct, following a string of false safeguarding referralsinitiated by Chelsea and Westminster Hospital. Despite having:

  • Four children with formal asthma diagnoses

  • A written medical record of her own chronic illness

  • Documented retaliation from NHS staff after requesting oxygen and filing a complaint

RBKC social workers, including Samira Issa, continued to escalate concerns based on:

  • “Frequency of referrals” (all originating from misconduct)

  • Out-of-context observations about her voice, posture, or family dynamics

  • Their own failure to understand her disability

🔎 I. When the Report Isn’t an Assessment — It’s a Narrative

RBKC’s internal reports:

  • Omitted key medical facts

  • Reframed legal homeschooling as a concern

  • Suggested parentification without evidence

  • Downplayed the falsehood of the original referral

  • Used subjective impressions of “household energy” as justification

And worst of all:

  • Never referenced the video or audio recordings that contradicted their version

  • Refused to withdraw the report, despite being proven factually incorrect

They claim to care about the child’s welfare.
But they don’t want to talk about asthma.
Or mold.
Or missing medical files.
Or why Samira Issa brought her mum instead of a professional.

The “concern”

for surveillance.
