Moist harm is ideal for the system. It:

- Justifies ongoing monitoring
- Allows escalation without measurable data
Dry facts are risky.
Moist narratives are easier to spread.
B. Structural Help Is Too Dry to Grow
Real support — housing, food security, healthcare access, trauma-informed therapy — is:
- Expensive
- Political
- Measurable
- Too dry to produce the spore-rich language that sustains procedural careers
You cannot fill a file with “We stabilized the family with concrete aid.”
But you can fill 200 pages with:
- “Mother continues to display inconsistent affect.”
- “We are not confident in her parenting resilience.”
- “While no direct harm was observed, the home lacks emotional attunement.”
Moisture is profitable.
Dry resolution is not.
C. Key Performance Indicators as Damp Incentives
Frontline workers are judged not by how many families they help, but by:
- Contacts made
- Meetings held
- Forms completed
- Risk assessments filed
- Referrals initiated
This is not a protection system.
This is a damp production line.
Families are not healed — they are misted and measured.
D. Moist Harm Grows Careers
Soft harm allows for:
- Endless re-engagement
- Justifiable funding
- Managerial oversight
- Inter-agency “collaboration”
No one has to say what’s wrong.
They only have to say they are concerned.
